BCE prepared navigability reviews to determine if bridge permits are required for waterways crossing proposed routes for a Gas Pipeline. Over 500 waterway files were inventoried and every aspect of navigability for most rivers and streams intersecting the Alaska state highway and railroad transportation corridors was researched and analyzed. Utilizing various topographic and geographic information system tools, State DOT bridge reports and as-built drawings, internet search and telephone interview techniques, and existing federal and state agency documents, information was compiled which focused on each river’s physical and hydrologic characteristics, ecology, and historical and current uses. BCE developed a format and process for preparing a Navigability Review Summary (NRS) for each waterway.
